Do you know how to synchronize tables F060116 and F060118?

I am working on an incident in JDE (9.2) and I found some inconsistencies between tables F060116 and F060118. This is causing issues when sending the first approval of a HR requisition to the supervisor of the user that created the request.

I would really appreciated if some could help me to find a way to synchronize both tables with the application P0801 (Employee Information).
