RPAS v16.0.2.32 resetting workbook templates rights to denied when default user group changes

Why does changing users default group resets the workbook template rights back to "denied" in RPAS v16.0.2.3.  In 14.1.2 and prior you could change a users default group without having to re-establish their workbook access rights in the "Workbook Template Rights" worksheet.  When I add the user to a new group it keeps that users workbook template rights.  But changing that users default group causes their rights to reset back to the default "denied" setting for all workbook, essentially preventing that users from accessing any workbooks.  I have to go into the "workbook template rights" and reset their access rights
