Temporary passwords given to new users are not working

New users profile information is bulk uploaded and users are given a temporary password. Since the timer has been added in the Reset Password section, temporary passwords don't work for the users who are bulk uploaded. When users log in for the first time, they are supposed to enter the username and temporary password that we've assigned to them; however, currently they are stopped with warnings like username/password combination invalid. What's the secret to bulk uploading users so that their passwords work?
