Can we ristrict items for picking and shipping if cycle count is pending

Hello everyone,

We are using Oracle E-Biz R12.1.3, We are doing cycle count on monthly basis at Organization level. Our requirement is that during cycle counting, system should not allow picking and shipping of the items present in the cycle count till we enter the count quantity and Approve it or reject it.
