Is it possible to protect the vendor and cost column in P4310?

Hi  :

      Our business requirement is that some type of PO is get the vendor and cost information from the item .and not allow buyer to change the vendor and cost information in PO .

      Is it possible to protect the vendor and  cost column in P4310?
