Smart Script view not available in Siebel IP17

Hi Team,

I want to see Administration - Smart Script screen in Siebel IP 17 . But it is not available. in repository could find the smart script view. I have added responsibility to the user as well.

Just wanted to check if siebel smart script is valid in IP17 or not? if valid then why the screen is not visible.
