2019 new W4 tax form - EBS

With the new 2019 proposed IRS W4 changes has anyone seen any response from Oracle as far as what changes to expect and when? Is there anything anyone is doing in advance to prepare for the changes?  I am concerned because it appears the final form will not be released until November and it will have massive revisions form the current form.
