IP17 Siebel tools installation on existing IP16 tools RDP

Customer don't want to provide a new RDP machine for IRM.

I want to understand, if existing development (for different DEV environment) will get impacted, if we perform this in parallel.

Assuming :-

1. Will install (as migration installation) by copying IP16 tool to different directory.

2. Will use different tools.cfg file (which we can use to modify as per IRM pre tasks)

3. the ODBC drivers/library files like seor827.dll will get updated for every user?

Or any other issues?
