User unable to log into Oracle on last day of work

We are in EBS 12.1.3. We have an issue in which when the Employee is terminated and user account is end dated ( e.g. end date of 15-AUG-2018), then on 15-AUG-2018 entire day the user is unable to log into Oracle. Business expectation is that through 15-AUG-2018 end of day, the user should be able to log into Oracle to fill time-card, expense, etc.

Is there is way to achieve this? What is the best practice to get this working as per business requirement? Thanks in advance.
