HFM translation issue

Hi All,

i need your advise on below issue,

we have issue with translating account from Poland (pLN) to USD , exchange rates are there as expected.

Case is as below

we have issue with translating one account  "Tax_total" this account has business rule as below

and Account property tagged with "Is Consolidated"

below rule is associated with this account,

HS.Clear A#Tax_Total &C3Calc

HS.EXP = HS.Tax_total &C3Calc = A# A + A# B

after consolidation all accounts are getting translated except "Tax_total" , i don't think rule is blocking translation(if i am correct)  since UAT environment translating  but production giving same result at <entity Currency> and USD Total  , its strange issue
