Exadata Grid Infrastructure upgrade 12.1.0.2 to 18.3.0.0 fails (missing library?)

While applying Patch 28183368 (July 2018) to an Exadata Cluster, Patches for IB Switches, Storage Cells and Compute Nodes went well.

But the next step, upgrading the GI (following instructions per Patch 28096386 and Doc ID 1591616.1), fails to even start. See here the output of the analyze step:

opatchauto apply -oh $GRID_HOME -analyze
