Why IB is not honoring Inventory module on Lot numbers?

Refer my SR SR 3-17268220591 : Install Base Txn Errors (1986 records as on 4/10/2018)

Scenario:

Lot-Serial item - IB enabled

Ship it from Org A  with serial 100 and LOT A

Receiving it Org B with serial 100 and LOT B.

Inventory and receiving allows it. Why IB doesn't? This is a very serious IB bug?

What's the take from DEV or PM?
