Installing CPU is breaking system

I have 11.2.0.3 and the 32-bit client installed on a Windows 2008 VM. Everything works great.  I upgrade the database to 11.2.0.4, everything still works great.  As soon as I install the latest CPU for 11.2.0.4, things break (any CPU actually, I've tried a number of them).  I can no longer log into SQL*Plus, a "lsnrctl status" is showing me:

TNS-12535: TNS: operation timed out

  TNS-12560: TNS protocol adapter error

   TNS-00505: Operation Timed out

      64-bit windows error: 60: unknown error

As soon as I uninstall the CPU, things work great again. 

Has anyone else seen this?   I worked with Oracle support for quite awhile on this issue, they believe it's a problem with the VM and can't assist me any further.  They suggested I try on a physical server, but the only physical servers I have are production servers, and I really don't want to try it on those.    I thought I'd check with the community for ideas...
