Can we use the Oracle cloud instance like a Virtual Machine?

Hello Team,

We have to implement & migrate the JD Edwards 9.2 on oracle cloud.

Can i use Oracle VM tool or virtual machine in oracle cloud instance on which i would like to create the JDE Servers(like Enterprise,HTML, AIS) using  VM on single cloud instance?

Please assist me on this & send the documents link if any.
