Why Oracle Database & EBS Product teams appears taking some extra time for providing the ceritificat

We have already searched in the Certification link of My Oracle Support but have not seen any update or progress regarding this. Our Top Management would like to know more background information regarding the progress of Oracle Product Teams.  We even raised a SR and search on the blog of Steven Chan but have not seen any announcement or clear communication regarding this. Please help us to provide the information if Oracle may really be planning to provide the certification of both products or having some other goals from Oracle Industry perspective.
