Material Status Control

I have created a Material Status Control of Hold - I don't want anything to sub-transfer from Quarantine to any subinventory.  I have moved that under the Disallow and saved.  The Subinventory had no inventory in it prior to this status creation and assignment at the sub-inventory level.  When I transferred and LPN into Quarantine and then tried to subtransfer it out, it allowed it to happen.  What step did I miss.  We are on R12

here are the steps I did

Create Material control status of HOLD

Moved the transaction of Transfer material between subinventories to the disallowed transaction column
