From where comes the information for the phone for the customer in HZ_PARTIES table

From where comes the information for the phone for the customer record (type of Person or Organization) in
HZ_PARTIES table? Just trying to convert some data to  satisfy the customer app which is polling the phone for the customer... should I call HZ_CONTACT_POINT_V2PUB.create_contact_point  api directly for party_id of the customer?
