Does the grid user in a multiple node RAC have the ability to do IFCONFIG commands?

Does the grid user intermittently run ifconfig -a commands to check on health on the network between RAC nodes? If a node is evicted, does it automatically run an ifconfig -delete on the IPs associated with that evicted node?
