Can not update or add a supplier after reloading menus

A developer uploaded new menus and responsibilities.  His commands seemed to recreate all the functions associated with the 275 menus he updated.

Now we can not update or add suppliers.  He touched every menu and responsibility we use. It seems the supplier page is the only one affected in this way.

We get the message:

You have insufficient privileges for the current operation. Please contact your System Administrator.

Anyone have a clue on the first steps to resolving this?

We have a sev1 opened for about a week now. They keep telling us to do the same thing over and over.  Recompile security, clear the cache, bounce the apps tier.  And asking for diagnostic ,trace,debug a million things to 'Rule' out what it could be and nothing for what it actually is.
