Oracle 18.3 is created with latest patch

Hi,

I have installed Oracle 18.3 on linux (using the GUI and in silent mode)  in both cases I have found that the DataBase was created with the latest patches that Oracle released for Oracle 18c (Patch id's: 28090523, 27923415).

I have not seen any option indicating that I can create the DB without these patches and I also didn't found any release notes about this issue.

Did Oracle publish any release notes?

How can I create the DB without patches?

I'll appreciate your help with this issue.
