Opening a new URL in same browser tab as a popup

Hi All,

Is it possible to open a URL in a pop window in the browser tab when a button is clicked?

Also, we have a target URL which needs to be displayed in Siebel inside Iframe but the target URL has security restriction (not white listed) because of which the URL cannot be displayed in Iframe. Is there any alternative way to display the page in a view sub tab?
