UOM not showing translated values

Hello.

We are on 12.2.6 and recently implemented a plant in Russia and noticed that when we login using Russian language the UOM are showing the english values and not the russian equivalents.The field unit_of_measure_tl in the table MTL_UNITS_OF_MEASURE_TL has english values instead of russian values.

We have applied all the russian language patches so what else could be causing this issue or could we be missing some critical patch that creates these translations for uom?
