EPBCS CPX mapping to FS

When I launch Capital Configuration to Map Capital Account to FS, the Form is Read-only and set to OEP_No Scenario, OEP_No Version, OCX_Global, OEP_No Entity.

Opening the Form Editor, it shows the layout as shown below. I am wary of making any changes to the Form as it is a system Form and there is a warning about modifications.

Even if I go ahead and change the Scenario to OEP_Plan, OEP_Working, Actual Entity member, the form remains READ-ONLY. Checking the Properties of the Form, I do not see any checked boxes fro "Make Form read only".
