Creating an RFQ negotiation and manually adding quotes

Due to restrictions we want to have a Negotiation document but manually have buyers enter in quotes provided by the supplier. I have Create an RFQ from the REquisitioner workbench and published it but don't see any option to add a quote form a supplier. Can this only be done via the supplier through iSupplier or using the OSN?
