Switchover failed because of TNS-12545: Connect failed because target host or object does not exist?

12.2.0.1 multitenant data guard

I have a couple of CDBs that all seem to work (I dont see any errors in the alert log and will do switchover later).

cdb11 is a test, when trying to perform my switchover I get:

switchover to cdb11a

Performing switchover NOW, please wait...

Error: ORA-16467: switchover target is not synchronized

Alertlog on primary shows this:

Fatal NI connect error 12545, connecting to:

(DESCRIPTION=(ADDRESS_LIST=(ADDRESS=(PROTOCOL=TCP)(HOST=hostA)(PORT=1541)(SEND_BUF_SIZE=10485760)(RECV_BUF_SIZE=10485760)))(SDU=65535)(CONNECT_DATA=(SERVER=DEDICATED)(SERVICE_NAME=cdb11a)(CID=(PROGRAM=oracle)(HOST=hostB)(USER=oracle))))
