Costing method

Is there a way that the costing method for cost of goods sold on the sales order entry would come from processing option or some other setup instead of branch plant constants in jde 9.1? Or if its possible to assign costing method for a particular customer address book. That way I can add Zero cost to specific items that needs to be shipped with zero cost. This will eliminate the extra step to go to row exit on order entry and select zero cost. Also we have one more step to add the reason code every time we select
