BM not starting after fresh install:Cannot connect to database ORA-12170 TNS Connect timeout occurre

Hello,

I did a fresh install on Windows 7 64 bit machine. I am using an Oracle 11.2.0 64 bit database. The installation went fine. There are no errors or warnings in install log. Two issues:

1. When I double click on BM or DP Cannot connect to database ORA-12170 TNS Connect timeout occurred error. I was able to log into collaborator workbench.

2. In collaborator workbench who's online window remains blank. On clicking any of the worksheets link we get an error 'Error while Running worksheets window undefined' We are using Java 1.7.0_79 64 bit

I am able to log into the database through sqlplus / developer.

This is training environment. Any help or guidance is greatly appreciated.
