Associated/Complementary Items

Good day, I have an item which has 2 associated/complementary items linked to it in the Item Cross Reference table. When I load the sales quote/order only one of the associated/complementary items appears. The sales order is being loaded in branch plant 207, one associated item exists in the same BU 207, and the other associated item exists in a different BU 202. The item that exists only in BU 202 does not appear for selection when entering the sales order. Why is this?
