How to create GTM Access for freight forwarders/Carriers to update ITIN, upload AES Filing documents

in Oracle Global Trade Management (MOSC) Question

We are implementing GTM cloud for a reputed client. The client has a very specific requirement of giving access of their GTM instance to carriers/forwarders for the following

1. Update ITIN number for the shipments that they handled from AES filing standpoint

2. Upload AES filing documents for their shipments.

Kindly advise on priority on how the GTM application can be exposed to outside parties and the setup required for the same.
