DBA_FEATURE_USAGE_STATISTICS shows both RAC and RAC One Node usage

All databases in a RAC One Node cluster shows both RAC and RAC One Node usage when query DBA_FEATURE_USAGE_STATISTICS:

Real Application Cluster One Node                97 22-OCT-16 TRUE

Real Application Clusters (RAC)                     97 22-OCT-16 TRUE

Why is that and what will that mean in a license audit? None of the databases are RAC, all are RAC One!
