To avoid multiple cust site use records created when Late Charge upgrade with R12

When upgraded to R12 - 4344 site use sites (SITE_USE_CODE = 'LATE_CHARGE',
created_by_module='AR_LATE_CHARGE_UPG') were created in hz_cust_site_uses_all
which are not actually used for business - there were created for the old
set of books organizations (OUs).  What setup/settings needs
to be done maybe to prevent those sites creation? Can we just update the status='I'  for records with site_use_code = 'STMTS' from the backend or could be consequences or we need to update something else as well? How better handle this? I found the Oracle code that actually inserted that:
