siebel tools config issue on compile

HI ALL

siebel tools App:

On complilation following error occurs;

The process exited unexpectedly.

The command 'SIEBDEV.EXE /c "C:\Siebel3\15.0.0.0.0\tools\BIN\enu\tools.cfg" /b "C:\Program Files\Internet Explorer\iexplore.exe" /u SADMIN /p SADMIN123 /d ServerDataSrc /h' exited before completing its connection back to the development instance.(SBL-DEV-00128)

Kindly Help.
