R12.2.7 : adop phase=apply options=forceapply not taking effect

Hello,

I am applying SLA post upgrade patch in hotpatch mode.   The patch failed due to tablespace issue and I fixed the tablespace issue.   I am trying to restart the command with following command

adop phase=apply options=nocopyportion,forceapply patchtop=/u02/applmgr/r12ptch/fs2/EBSapps/appl/xla/12.0.0/patch/115 patches=driver:xla5584908.drv hotpatch=yes restart=yes

but everytime , i do this , i get this message and patch does not proceed

STATEMENT] Is patch applied : EXPLICIT

    [WARNING]   Skipping patch driver as it has already been applied.

    [WARNING]   You can reapply a patch by adding options=forceapply to the adop command line.
