AMOUNT IN WORDS IN VIETNAMESE

In the document reference How to translate the Numbers to Words in BI Publisher report in Vietnam language? (Doc ID 2163887.1), the standard function tochecknumber() and specific command in RTF template was mentioned. But how does this fstandard unction works programatically when it translate number in words in a different language? Is there a need to install the specific language, (e.g. Vietnamese) into the system? Is there such pre requisite needed? Appreciate your help on this. Thank you.
