Bursting Batch Transcripts by EMPLID to File

Our Registrar's Office wants to print batch transcripts for electronic storage by EMPLID using Batch Transcripts > Process Transcripts.  The initial testing shows that this can potentially work by adding a Bursting value and an Output Location File Name to the SSR_TSRPT report definition, resulting in individual PDFs by EMPLID.  However, it appears that adding the Bursting value to the report causes the Transcripts > Request Transcript Report process to not return a report.  Is this working as designed?  Is there a workaround that would enable us to use a bursting value on the SSR_TSRPT report and still get output
