Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. we had been migraiton oracle 11g (11.2.0.4.0) from windows 2008 r2 to linux 6.9 and but had error :

ORA-00445: background process "q002" did not start after 120 seconds

Waited for process Q000 to initialize for 69 seconds

this case happen every day.

how to troubleshooting ora-00445 ?
