Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Can I change item line type from Bill Only Line to be Standard Line ?

And explain me pls when it can be bill only line ?
Because in my daily use, it is normally become standard line.
