How can we restrict manual creation of deliveries when SO line on HOLD

Hello Members,

I have a requirement to restrict creation of autocreate delivery manually when SO line is on HOLD which is done thru Action.

When any of the SO Lines are hold the pick release will complete in warning, however user can go ahead and create delivery manually. Is there a way which can suppress this action. Please share your views and thoughts.
