E1: 09: R09473 doesn't display Balance previous amounts

Hello,

I ran Balance R09473 report for FY 2017. It doesn't display "Balance Forward Previous" amounts neither ''Balance" amounts for accounts without YTD transactions. See below:

- Run for 01/2017:

- Run for 12/2017:

- Record in F0902:

Notes:

1- I have checked fields F0911.TNN: they were changed from blank to 1 after running R09473 in final mode

2- I run R098201(Annual Close Report) then updated F0911.TNN with blank values. R09473 continues to display same result

kindly advise how to troubleshoot it.
