P92002 error messege change

We are in the process of testing a DD change in P92002, glossary group E, data item 013FI so that when creating a Work Order we would get a hard error instead of a warning.  We changed the error level to a 1.   What we ran into was that it's giving us a hard error as well when the stocking type for an item is at "U".  We do not want this to happen, is there somewhere I would be able to change this.  It will also not let us create a WO for items with stocking type "U".
