How to configure services procurement for contingent workers timesheets in 12.1.3?

Hello

I am looking for any documentation on how to configure service procurement to allow for contingent workers time sheets? We are on version 12.1.3 of E-Business Suite (EBS) with a  shared HR. We were told by Oracle Sales that this module with the features of contingent workers time sheets would work on a 12.1.3, shared HR installation. But so far, we are not finding any documentation to support this. Most of the documents we are finding is tell us we must be on a full install of HR and OTL to make this feature work.
