Make form read only

Hi,

I was trying to make form "View Requests" read only in custom responsibility. I've tried with parameter MODE="VIEW" and QUERY_ONLY=YES but its not working. Concurrent --> Requests --> view option shows "Hold" , "Cancel" button. How to disable this option?

This is to view all the jobs submitted by users in read only mode. Is there any other alternate form for this?
