Open Bidding without Suppliers

Hi,

How can we created an Open Bid in Sourcing without suppliers.

Example: Create Bid RFQ > Publish the RFQ in Newspaper > Suppliers will bid with their Quotes> in last Bid committee will finalize the quotes and award the PO.
