Opatch prerequisite fails for July 2018 CPU for Database 12.1.0.2

The prerequisite for running the July 2018 CPU on Oracle Linux 7.2 server is failing.  I am running Oracle 12cR1.  I downloaded the Combo OJVM DB PSU and DB PSU patch 28317232.  This downloaded 2 patches.  The 27547329 July 2018 DB PSU and 2792320 July PSU JVM DB PSU

The prerequisite check for the 2792320 runs fine and is OK to install.  The prerequisite check for the 27547329 DB PSU is failing the prerequisite check.  See the message below.  IF need be I can also include the log file.
