Data Validation & Testing while upgrading to 12c Release 2

Dear Oracle :

Need  Your expert advice on below :

1. We are on 11.1.0.7 version and wanted to move to 12.2.

Do we need to look at the data testing as well other than testing the Performance (SPM).

We have 1500+ Jobs and its difficult and long process to test the data validation.

now why i am worried due to this looking at some bugs which says :

Bug 27539876 - 12.2 - wrong value returned after db upgrade. it returns '.' instead of ',' (Doc ID 27539876.8)
