Enforce ship sets and ship models - Can requirement be removed on customer level?

Hi

We require the shipping parameter "enforce ship sets and ship models" to be checked but we also require some customers to have ship sets while not enforcing ship sets and ship models, in the same organization.

In other words we want some orders to have ship sets but still release if all items are not available, while other orders we want the lines to backorder if all stock is not available

Is there any way that this parameter can be over ridden on a customer level while keeping the parameter checked?
