Tune the entry point PL/SQL "APPS.FND_GLOBAL.APPS_INITIALIZE" of type "PACKAGE"

We are experiencing latch free waits after applying ATG Delta.7 and the July 2018 CPU patches.

E-Business 12.2.5

Database 11.2.0.4

OS Solaris SPARC 10 64-bit

The ADDM reports shows we should Tune the entry point PL/SQL "APPS.FND_GLOBAL.APPS_INITIALIZE" of type "PACKAGE". I am not sure how that should be done. I also have an SR open and they have been providing database patches, but none have solved the issue yet.

Your assistance with tuning the FND_GLOBAL package, or providing some additional detail, would be appreciated,
