Expected Behavior or Issue?

We encountered a serious situation that I can see happening again, and am trying to figure out if it is worthy of an SR. 

Scenario: A Vendor created a Pay App and sent it off for review.  At some point after the record was created, the Vendor user was inactivated.  During the review process, one of the Project Team Members had an issue with the record and sent it back for Revision.  We have the assignment policy at the Revision step set to "match step Creation".  Since the 'Creator' was inactivated, the record was sent to ALL users in the same group for that Project.  This means that EVERY Vendor user (regardless of which Vendor they worked for) received the record.  As you can
