Differences between patchsets on 18C database

I would like to make a new 18C database installation. I want to install latest CPU as well. Looking at the CPU page I found 3 different patchsets all from July. Can someone explain to me the differences between them.

Patch 28346593: DATABASE RELEASE UPDATE REVISION 18.2.1.0.180717

Patch 28090523: DATABASE RELEASE UPDATE 18.3.0.0.180717

Patch 28317326: COMBO OF OJVM RU COMPONENT 18.3.0.0.180717 + DB RU 18.3.0.0.180717
