Upgrade from 12.1.3 to 12.2.x, question on latest AD and TXK for Releas 12.2

OS: sun sparc 5.10  :  DB: 12.1.0.2 and Upgrade start point: R12.1.3 :  Guide: E73540-03 :  at Step (pg. 4-65) Apply the latest AD and TXK:

I upgrade to this step:  Question now is,

1.  Can I go ahead and apply patch 24690520 (12,2,7) patch ?

2.  Do I need to apply the  R12.AD.C.Delta.10 (Patch 25820806) and R12.TXK.C.Delta.10 Patch 25828573)  ?

pg. 4-65:

Apply the Latest AD and TXK for Release 12.2:

1. Apply the latest AD and TXK patchsets (required)

Important: None of the application tier services should be up until

you upgrade to the latest Oracle E-Business Suite Release Update

Pack for Release 12.2 as described in the following section. Only the
